DEC QA Requirements

"Users should be able to provide a case file detailing: Documents: ·         Copies of DEC, AR and Technical Table. ·         Copies of any valid EPC detailed on the DEC Evidence to support: TUFA (GIA) ·         This may be in the form of scaled/dimensioned floor plans, dimensioned sketch plans or check calculations where client offered evidence. ·         Details of unconditioned floor area Building category ·         Information to support selected building categories (photos, floor plans etc) Geographical location ·         (this should be evident from the address) Energy consumption ·         Details of the amount of energy consumed for each fuel.  This would ideally be provided as copies of dated utility bills showing meter readings or dated copies of suppliers’ estimates and measurement period. ·         Details of any Separable energy uses ·         Details of separately metered energy Occupancy level ·         Details of any extended occupancy levels including calculations. These should be signed off by the building operator/ manager. On-site Low and Zero Carbon Energy Sources ·         Details of any Onsite Renewables claimed including measurements dates and calculations of claimed contributions AR ·         Any details which are felt to need volunteering relating to the AR relating to recommendations put forward/ excluded. Related parties ·         Details of any related parties and considerations made to ensure impartiality. Further Details ·         Details of team including who is responsible and accountable for various tasks. ·         Details of any internal quality checks which are in place to produce/ validate certificates? ·         Copies of letters, faxes, emails concerning the preparation of energy certificates where available. Previous DEC Information ·         Details/ copies of valid EPC information For DECs subsequent to initial year 1 DEC Verification of any input information used which was generated by previous assessor - this should be equivalent to the year 1 requirements. ·         Written confirmation from building operator that o    Occupier has not changed o    Building category/use has not changed o    GIA has not changed o    Unconditioned accessible areas have not changed o    Any separable energy uses have not changed o    HVAC systems and controls have not changed o    Lighting systems and controls have not changed o    There has been no upgrade or refurbishment of any of the external envelope A copy of the expiring DEC along with a copy of the preceding DEC ·         Where applicable, justification of no site visit and no repeated AR. In principal Where data gatherers are used for DECs/ ARs: ·         The EA is responsible for ensuring that such assistants are 'fit and proper', including being CRB checked where required, have the correct insurances, and the technical ability to undertake those duties. ·         The EA is responsible for all the actions, data and output as though they had undertaken the data gathering themselves. ·         The EA's responsibility for the final DEC and AR inspection as though they had undertaken all the duties themselves."
